"Rain" means something other
If you're not from Arizona:

In the scriptures after the flood rain is almost always a blessing.I hope you get all you want!
I hope we are blessed again. One day, and then it's gone again. We're having a super bad year in that regard. The "human" explanation is that La Nina is stalled below the equator. That can create either a very wet or a very dry year; a dry one was predicted, and that's what we got. The divine perspective? I, of course, cannot speak for God. And He's not into personal appearances too much in centuries. But I wonder... what signs are in all of this?

As for signs I do not know but I think we can see the human failure in everything that fallen man touches.
We are once again without rain. :(
